It might be done through production of spectacular cultural events, without taking full responsibility for cultural education and avoiding bearing the costs. Continuous training of the audience (and potential cultural labor) would be much more time consuming and expensive, and could be avoided, because relations created with the event have some ability to reproduce (also thanks to the continuous cultural work of global computer network). Festivalisation of culture might be seen as the parallel process to neoliberal governing in different fields, although I would not like to speak about genetic relations between any of them. Certainly, all of them assume existence of free subjects, that are able to perform demanded actions on his or her own.
