**Definitions**  Goverining, means something different than rationing. To govern might also means to set something free, or to let somebody do. Governing Power  is acting upon an acting subject, but not necesserly directly and not necesserly against its active resistance. Governing is acting on one's actions Power might by excersise  by setting up conditions of his or her ones  actions.Foucault stressed frequently that the verb govern orginally concern not only to policital governing. One may also govern a family, a house and even himself/herself.  "The exercise of power consists in guiding the possibility of conduct and putting in order the possible outcome."
