The scenario of maternal and pediatric health in the Philippines has been an ongoing problem. This paper discusses a tool developed to expedite the process of diagnosing, informing the patient and prescribing the appropriate medication using novel techniques in dynamic programming. With the integration of a medical knowledge base, existing patient data and an inference engine, we are able to generate a case specific advise acting as a decision support system for medical practitioners. The goal to facilitate an improved delivery of diagnosis aiding physicians in giving timely and appropriate advice. A team of pediatric physicians piloted and tested this tool garnering an average usability rating of 9.2 over 10.  Clinical Decision Support System in Pediatrics and E-Prescribing: Recommendation and an Action Plan is an expert system created on Java and Microsoft SQL Server 2005 as their programming language and database system respectively. The main objective of Clinical Decision Support System specifically on Pediatrics and E-Prescribing (Electronic Prescribing), with the integration of a medical knowledge-base, patient's data, and an inference engine is to generate case specific advice, and Decision Support System that will improve the quality and accuracy of medical decisions at the time and place that these decisions are made.  The proposed system will benefit the hospitals, the management of the hospitals, the hospitals' existing physicians (e.g. Pediatricians) and medical staff, and the patients. To access health information of existing patients through their database systems will be easier due to its automation. Therefore, medical staffs and physicians will be spending less time in screening and evaluating files and/or information of existing patients. Misdiagnosis will be eliminated due to the Decision Support System which will output the exact interpretation based on the diagnoses done from the patients.    \textbf{Keywords:}Expert System, Clinical Decision Support System, Decision Support System,  Inference Engine, Pediatrics, E-Prescribing engine, dynamic programming, knapsack, e-health;
