\section{Supplier Selection for Framework Agreements in Humanitarian Relief}  Balcik and Ak \cite{Balcik&Ak2014} supplier selection for post-disaster procurement. In particular, they considered framework contracts (FAs) or long-term agreements (LTAs) contracts in relief, in which once a disaster occurs, relief items contracts.  In humanitarian logistic context an FAs is a contracts between relief organization and relief item suppliers in which suppliers reserve certain commodity for the relief organization and oblige to deliver supplies at certain conditions (e.g. prices, packaging, etc.) and under certain lead time. Thus, when In this way, once  a disaster happens, the availability and quick delivery of supplies is guaranteed; the  organization can use agreement and give an order, and  consequently, suppliers deliver the items directly to the affected regions. For tackling the problem, they proposed a scenario-based stochastic model problem with uncertain demands. demands, which, for delivering a single commodity, determines selected suppliers under framework contracts(FAs) . For the objective function, the authors considered minimization of total procurement cost over agreement period. The proposed model is solved via commercial solvers over a randomly generated problems. A sensitivity analysis is also carried out for parameters effecting the problem (e.g, Reserve capacity, price, demand scenario and etc). The model is also tested on a procurement of potable bottled water through FAs in Turkey.
