\section{Sheltering network planning and management with a case in the Gulf Coast region}  location-inventory-evacuation\\  Li et al. \cite{LiEtal2011} propose a two-stage stochastic program for both sheltering network planning in pre-disaster phase and sheltering network management in post-disaster phase. In the first stage (pre-disaster phase), location, capacities and inventory level of each new shelters is determined, while in the second stage evacuees and resources are allocated to shelters. Objective function include first stage costs ( shelter setup, capacity variable and inventory costs) and second stage costs ( evacuee and procured-supplies transportation costs and shortage or surplus costs). An L-shape procedure is presented to solve problem and the approach evaluated by a case study for hurricanes in the Gulf Coast region of the US.
