\section{HTRC and Non-Consumptive Research}  In order to facilitate analysis of the HTDL corpus, the The  HTRC has developed a process to define and work within the concept of \textit{non-consumptive} computational access to support the fair-use of the collection HTDL corpus  within the context of our text mining tools. This concept was first developed from some key concepts within the Google Books Settelement Settlement  Agreement that was a part of the \textit{Authors Guild et al. v.
