It is often necessary to characterize the technical
quality of an image in terms of the subjective impression it causes in a human
observer. Subjective image quality evaluation helps for example to rank codecs
with similar performance, or to decide whether it is worthwhile to increase the
amount of data spent for a given image file or bit stream.
