Transition policy

It is often easier to steer on the supply side than on the demand side of the energy market. There are far less stakeholders on the supply side and they often already have official channels of communication with policy makers. On the supply side a lot of measures were taken regarding the mixing in of bio-fuels. The obligatory closure of coal-fired power plants is also a supply side measure.

However, it could quickly be seen that only supply side measures would not provide enough change to reach the targets. Also, the large-scale mixing in of biofuels soon created a bio-footprint of more than twice the size of the country. Since this is not desirable, demand side measures are also needed.
 needed.

Demand side policy can still be made with a relatively small number of stakeholders. Politicians in the Netherlands often prefer dealing with corporates rather than enforcing what could be called lifestyle changes on citizens. As already stated above, official channels of communication are already present. Also, the effects of measures that are implemented using big corporates is often better measurable than the effects of household-level policies.
