The targets that are used to define sustainability are based on the targets the European Commission set for 2030 (European Council, 2014). The European Commission and the European Council have set a number of goals for the European Union regarding the sustainability of the European energy system in 2030. 

  1. The greenhouse gas emissions in 2030 should be 40% lower than in 1990
  2. Renewable 1990
  3. Renewable  energy sources should make up 27% of the total energy mix in 2030
in addition to this, the European Council mentions some targets regarding energy efficiency and energy security, but fails to set specific levels for these measures. Therefore, the two rules mentioned above are taken as a starting point for the goals that were outlined for the model.
