It weakly satisfies our criterion 1 (largely continuous mid-infrared extinction feature) feature). We speculate that it is likely being broken apart by stellar feedback, making it more difficult to detect continuity in the extinction feature. Otherwise, it moderately or strongly satisfies the other five criterion, lying within 5 km/s of the \citet{Dame_2011} Scutum-Centaurus fit in \textit{p-v} space, and within 10-15 pc of the physical galactic midplane.
