\section{Comparison of two decision schemes}
Adopting %Adopting the social point of view, the purpose here is to investigate the relative efficiency of the two decision schemes discussed above. We give conditions such that the Tullock contest is socially better than the cost-benefit analysis.
Constitutional rules according to which latter decisions may be made, can be designed \emph{ex ante} to achieve alternative social objectives \emph{ex post} (Brennnan and Buchanan, 1985). Accordingly, the purpose here is to investigate the relative efficiency of the two decision schemes discussed above, from the point of view of social welfare. Our results can justify and help implementing \emph{ex ante} constitutional rules to frame lobbying activities.
