For MTD, this would mean that the size of the prior document set is lower bounded by the variety of the topics that can arise. Since the authors mention multiple times that there is topic overlap - since the documents are comments - this would mean that the expected variety of the topics is low, meaning that ln|H| will also be very low, resulting in a smaller prior document set, a fact pointed our by the authors.
