A FIRST draft doesn't mean you don't re-read, proofread, and revise before submitting, it means you have done this before you send it to an editor for their FIRST reading.  It has taken me 10x multiple days ---days  longer than it should have --  to fully comment on this one paper (yes, more  than it reasonably should because 24 hours  of this, just writing comments) ,  and partly as a result (also b/c it was submitted late), I haven't been able to comment on everything that needs improvement or correction.
