Poor data quality meant that although the substructure could be observed on the Franck-Hertz curve it could not be analyzed quantitatively. At the very end of Figure 4 (about $V_{acc}<80V$), the data looks linear. This is consistent with the expected behavior of Neon after it ionizes.
