We have succeeded in initial commissioning of the low-energy experimental facility located after GARIS-II. We have measured efficiency of 30\% for stopping and extraction from the gas cell, $\approx$100\% for accumulation and extraction from the first trap system, $\approx$70\% for transport between traps, and $\approx$1\% $\approx$1.5\%  for capture in the second trap. We have performed mass measurements of $^{205,206}$Fr, $^{201,205,206}$At, $^{201, 205}$Po, $^{205, 206}$Rn.
