If the difference between the TABOR constraint and the SLPTR constraint is negative (TABOR - SLPTR), it indicates that SLPTR was dominant in a given county-year. Visualizing the distribution of this difference across counties and years reveals non-trivial variation in which policy was the effective constraint.
