\section{THE TASK} We compared the current situation at different facilities and discussed the advantages and disadvantages   of alternative definitions for downtime and beam availability.   Based on that we developed a proposal for common operation metrics. The comparison soon revealed that currently the local metrics of ``beam availability'' is often used   to assess the development of the facility over time.   A change to that metric would compromise the ability to compare to older data.  In addition the local definition of ``beam availability'' is often part of  contracts and any change in the definition would require a change of the contracts.  We therefore propose a common operation metrics in addition to the   existing definitions; a metrics that does not redefine existing terms   as ``beam availability'' or ``downtime''.  Currently  many failure modes are categorised categorized  under the terms ``downtime'' and ``beam availability''. term ``downtime''.  We propose to disentangle those failure modes and record statistical data for each individually.  It turned out that Our aim is to define a list of failure modes;   to get data published about number and duration of these failure modes for different light sources --  including data about  the operation schedule of each facility to be able to normalize the failure data.  The  definition for each failure mode needs to should  be adaptable for the different light sources because nominal beam parameters differ and variations of a specific parameter  may have consequences at one facility and not at others.   We therefore explicitly allow for adaptable parameters.   The definition of the limits will show clearly what kind of stability can be expected at each facility.   The statistical data for the different failure modes will then reveal how reliable the parameters have been in the past. In addition, the limits for each failure mode are shown to depend on the specific operation mode of the storage ring light source. If a facility is operated at different energies or with different filling specifications,  then every operation mode can have individual limits.
