Given that coherent dedispersion allows us to remove all dispersive smearing down to the Nyquist limit, scattering can be viewed as the limiting factor on timing resolution and thus the point at which the scattering timescale exceeds 100 ns becomes the maximum DM for which we can achieve the timing resolution requirements laid out in SKA1-SYS\_REQ-2961 and SKA1-SYS\_REQ-2962.
