We will approach this problem in three ways. Initially we will look at the maximum timing resolution that can be envisaged as being required for pulsar timing with SKA1 in the absence of interstellar scattering. Taking this derived limit, we will then consider how this limit evolves with dispersion measure when we take into account interstellar scattering. Finally we will consider the computational complexity of the problem at hand and will discuss the implications of our findings on the design and cost of the pulsar timing hardware from SKA1\_Low and SKA1\_Mid.   This document does not contain a comprehensive discussion of the timing properties of pulsar as a function of frequency and DM. Instead we aim here to provide a rudimentary argument that may be considered reasonable without requiring an in depth analysis.
