In addition As a complement  to the current publishing model, I propose that research centersshall  adopt a local SEN (L-SEN), whose such that  data will only  be accessibleonly  within each institute. Although \href{http://en.wikipedia.org/wiki/List_of_academic_journals_by_preprint_policy}{pre-print policies} of most academic journals allow posting on pre-print servers prior to publication, the intra-institutional boundary may reassure the most skeptical laboratory heads in the transition. Of note, a A  laboratory using L-SEN to store and share data may still can naturally  decide to put together those assemble their  data in a traditional paper. As such, the envisioned transition from traditional to digital publishing of scientific work will be controlled and gradual. Recent digital publishing projects like \textbf{Authorea}, \href{figshare.com}{FigShare}, \href{http://thedata.org}{DataVerse} and \href{https://www.synapse.org}{Synapse} can provide an excellent starting point, already implementing most of the needed features.
