Assume bottom point of profile is PBL value and extend to surface.  Assume top of profile lat/long holds for the rest of the profile above the flight. Calculate trop press for this point and GGG apriori as well. Above the tropopause take the GGG apriori. Interpolate from top of profile to tropopause value. Uncertainty 1ppm.  Use GGG a priori H2O profile, as well as gravity for profile integration.  Where to get surface pressure. Would use BOM if possible, but costs \$. NCEP? NCEP?)
