\textbf{Abstract}: The time delays between images in gravitational lens systems can be used to measure both cosmological parameters as well as (sub-)structure within the lens galaxy. With the upcoming \emph{Large Synoptic Survey Telescope} (LSST), roughly 1000 lens systems consisting of a foreground elliptical galaxy multiply imaging a background quasar will become available.  In an effort to assess the present capabilities of the community to accurately determine extract  time delays in such  strong gravitational lens systems to be observed by for  the \emph{Large Synoptic Survey Telescope} (LSST), purposes of cosmological and substructure science,  we pose a ``Time Delay Challenge'' (TDC). The challenge consists of several mock data sets of realistic lensed quasar light curves with increasing complexity (and realism) due to both physical and observational effects.
