A `div` with `dir` should be allowed by github's sanitization: https://github.com/github/markup#html-sanitization
but AFAIK github uses Rercarpet which doesn't support markdown=1: https://github.com/vmg/redcarpet/issues/13#issuecomment-1054113

Probably yes: Jekyll uses kramdown which supports it: http://kramdown.gettalong.org/syntax.html#html-blocks
