It is not equal to themode  lifetime of a normal non-suppressed  dipole mode, because much of their its  energy resides within the core. Instead, it is approximately equal to the mode lifetime of a radial mode, because all of its energy is in the acoustic cavity. Thus, $\tau_0$ can be estimated from observed/theoretical lifetimes of radial modes.
