Standard state-space representation of a linear system generally has this form:  $$\dot{\mathbf{x}}(t) = A(t) \mathbf{x}(t) + B(t) \mathbf{u}(t)$$  $$\mathbf{y}(t) = C(t) \mathbf{x}(t) + D(t) \mathbf{u}(t)$$  Our observation $P_3(t)$ can be mapped to $\mathbf{y}(t)$ as shown in equation (10).
