\subsection{Elements of Costing}  The detailed costing of the TLEP project does not exist yet, and it one of the aims of the starting TLEP design study is to produce it. Preliminary estimates, however, do exist and are summarized in Table~\ref{tab:cost}. Not surprisingly, and given that the CERN site already exists and needs not be paid for, the tunnel, shafts and related services and infrastructure (including access roads) account for the largest fraction of the cost of the complex, for a predicted total slightly above 4 billion CHF in its 80-km incarnation.
