Wifi Free?, illuminate a city?, connectivity is a right or a business?, A few years ago these questions began to take more relevance in our community, being part of this contemporary discussion at different stakeholders, each with a different answer, clearly focused on satisfying their needs and ambitions with respect to this issue, making this new resource in a complex system. There are currently some proposals, but remain isolated in the sense that are solutions in specific places and cross guide for the entire community of a country or globally. We’ll break this subject so that we can realize those involved in this, discuss what would be the limiting and friction that would be generated by placing a level of fundamental resource connectivity of people, what are the needs to be covered or generate values corporeal that could be obtained according to the performer we are, etc. Moreover, we will study what are the physical and logical requirements that would be needed to implement a future solution if any, is being done in Valdivia on this topic.
