Objectives (list in order of priority, 4000 characters)HD [these are not in order of priority and overlap]. Please add!To build resilience and capacity into the UK's ongoing ability to negotiate Brexit with particular reference to the preferences of key EU member states in dynamic political contexts, and of the EU27.To contribute to the future-proofing of UK-EU relations over the medium to long-term by conducting research that supports partners already engaged with key stakeholders. To embed expertise and know-how into the Brexit negotiations frameworkTo develop a research-led framework for the strategic conduct of Brexit diplomacy over the foreseeable futureTo add value to exist tool kits for Brexit negotiations by engaging via partners with key stakeholders. To include key partners as end users from the initial stages of the project through to its end point. To conduct high quality [use REF indicators] research in the fields of diplomacy and negotiations that is theoretically led and empirically informed. To conceive of Brexit as a case study of strategic, multi-stakeholder, diplomatic negotiations and thus to draw on and contribute to social science research in these fields. To build sustainability, resilience and capacity into the UK's ongoing ability to negotiate Brexit with particular and initial reference to the understanding of the preferences of key EU member states (France, Germany, NL) in dynamic political contexts, and of those of the the EU27.To focus on political contexts (populism) and member states (France, Germany and NL) that present immediate and/or short term, intense challenges to Brexit negotiations, with a view to devising a reproducible method to frame/inform/optimise strategic and dynamic stakeholder negotiations across the EU27 [and in Brussels] in subsequent stages of Brexit negotiations. To deliver value-for-money expertise via a cross-University team of social science investigators that combines research excellence with an extensive professional skill set (communications; PR; linguistic ability...) in a highly credible and supportive institutional environment (Lboro). To constitute a resilient (multinational, multidisciplinary, multi-skilled, multi-generational, gender-balanced) team of colleagues drawn from across a stable, high-profile and supportive UKHE (Loughborough). To collaborate as a team with a set of core partners to design and deliver a value-for-money project in all its stages. To collaborate from the beginning of the project design with core partners to identify key stakeholders in Brexit, to identify and assess those stakeholder needs and to reach those stakeholders. To work with core partners and other end users (stakeholders) in an iterative and dynamic fashion in order to develop resilience and to future-proof Brexit negotiations for the foreseeable future. To devise a flexible tool-kit (conceptual, theoretical, empirical, practical/professional) for immediate and future use by partners with stakeholders. To contribute to the future-proofing of UK-EU relations over the medium to long-term by conducting research that supports partners already engaged with key stakeholders. To embed expertise and know-how into the Brexit negotiations frameworkTo develop a research-led framework for the strategic conduct of Brexit diplomacy over the foreseeable futureTo add value to existing tool kits for Brexit negotiations by engaging via partners with key stakeholders. To generate a rigorous understanding of current political contexts of key member states (and EU27) and disseminate this understanding via partners to key stakeholders. To combine an rigorous understanding of current political contexts of key member states (and EU27) with strategic know-how drawn from social science research findings and conveyed to key stakeholders via core partnerships. To summarise the state of the art in social science research into strategic, multi-stakeholder negotiations. To identify key stakeholders and to reach them via core partnerships which from the beginning of the project are involved in conceptual design and delivery planning.------------------------------------------------------------------------------BG For every one's benefit, I paste here a summary of the discussions so far. I have drafted this in RQ and objective format. I have drafted this as an "outsider"/panel chair. That is to say, I have tried to write the impression I have collected from listening to you all speak and write. This is how I sould summarise the project after ahing listened to you all. Feel free to disagree!RQ: What are the positions of EU Member states in relation to Brexit (key areas)?RQ: How are those individual positions articulated into an EU27 single position?RQ: What "contextual" elements are affecting that process?RQ: How can/should the UK negotiate Brexit (and beyond) in this multi-stakeholder, multi-preferences scenario? With those in mind, the objectives areO: To identify the 2-3 key negotiating areas of Brexit (For me, that should be a given of the project, not an objective perse, we chose the areas)O: To identify the relevant Member states, EU institutions and non-governmental stakeholders (both in the EU and UK) with an interest in those areasO: To do a systematic review of the positions of the MS and the EU 27 in those key areasO: To explore the stakeholders opinions/objectives/strategies (This is not a systematic review, but rather interviews and/or writen questionnaries)O: To design a theoretical framework to identify multi-stakeholder preference dynamicsO: To design a tool kit that can be used by UK actors to identify preferences and relevant counter-parts in negotiationO: To design trainign/courses/recommendations for negotiations during Article 50 2-year process and beyond, so it can be used by UK actors}---------------------------------------------------------------------------------------------Summary (4000 characters)BG I had a first go at drafting the summary. I have based this on our preliminary discussions and the list of objectives above. However, it is clearly not finished. There are 3000 characters remaining, so the detials can be added as we sketch the project exactly. This project aims to develop a tool kit to inform (UK?) policy-makers and other interested parties in conducting multi-stakeholder negotiations during the Brexit process and beyond. The project will produce new research in the form of a systematic review of the positions of the EU 27 Member States in key negotiating areas of Brexit. It will also identify the key elements of the sociopolitical and economic context that are likely to affect the negotiations of the UK with the EU27 once Article 50 TFEU has been triggered. The project brings together a well-qualified team of academic and non-academic partners in order to ensure maximum dissemination of the results amongst relevant policy-makers and other stakeholders. One of the main elements that adds value to this proposal is our intention to develop a methodology/technique to identify stakeholder policy preferences and how to address those during negotiations, which can be used not only during the 2 years of the Article 50 process, but also beyond that time frame. This project defines Brexit as a process that will extent well beyond the date in which an agreement between the United Kingdom and the European Union is finally signed and ratified. Our objective is to offer tools, policy analysis and advice that contribute to future proof the relationship of the UK with the EU 27, what we call the period of Brexit-diplomacy. Irrespective of the result of the Article 50 process over the next two years, the European Union will still be a political and trade partner for the United Kingdom and, therefore, it is therefore of paramount importance to develop tool kits, advice and methodologies that are forward thinking and can be used in the post-Brexit near future. The project brings together an ambitious team of academic and non-academic partners to develop, over 18 months, a programme of research, analysis and dissemination. The team constitutes a resilient (multinational, multidisciplinary, multi-skilled, multi-generational, gender-balanced) group of colleagues drawn from across a stable, high-profile and supportive UK Top 10 university such as Loughborough. This group combines academics from four different Schools, bringing together a multiplicity of skills and disciplines. The project will be divided in three different stages. The first six months are focused on research. The main objective of this research effort is to xxxxxx. This will be done by conducting a systematic review of…. and a number of interviews with selected key informants. The second stage of the project will be dedicated to the analysis and the development of the tool-kit and education/policy/guidance documents/courses/videos together with our partners. The third stage of the project is heavily focused on dissemination. Here the project team will engage with the UK in a Changing Europe team by xxxxxx. The dissemination strategy will include:Staff duties (2000 characters)EACH TO COMPLETE BY FRIDAY 6 JANUARY.
